The major activities for an information center are experiments to harmonize all-inclusive information-oriented projects, even lead them. In order to cover most of the related activities, we disclose one of the key success factors, emerging the part-time engineers, correlated with some management views about information, knowledge, personnel, project, risk, and strategy.
