摘要:「國家整體發展的數據分析與評估」計畫將以數據分析為基礎,針對政府公共政策與產業發展等關鍵議題進行嚴謹評估,本計畫四個子計畫概要分述如下:
1. 「政府經濟政策的數據分析與評估」將利用政府行政資料,探討以下經濟政策議題:臺灣對外投資及進口關稅降低對廠商出口價格與品質的影響;臺灣房價影響力的估計與分析;勞動、健康與教育重大議題分析;經濟開放與貿易趨緩、人才流失與工資分配之交互影響;人口老化與財富分配;臺灣公司董事會法制改革與經營績效之實證研究。
2. 「政府產業政策的數據分析與評估」將應用豐富資料庫,並輔以文字探勘技術,針對政府激勵和管制政策進行成效評估。子計畫的六個研究方向分別為:政府研發激勵政策與企業研發績效;新創事業投資指數建構;法規對公司經營決策之影響;強制性揭露與企業資訊環境;初級資本市場管制放寬的影響;文字探勘在政府政策評估之應用。
3. 「產業發展的數據分析與評估」將結合經濟學與資料科學,使用如廠商網路購物、社群媒體按讚貼文等非結構性資料,發展結合因果關係的機器學習計量方法與實驗方法,測試多項經濟假說;此外亦將針對服務業空間競爭與律師產業進行分析。
4. 「科研與產業競爭力的數據分析與評估」擬建立證據支持型評價模式,針對臺灣頂尖及潛力學術領域、產業需求導向的臺灣學術競爭力、臺灣產業競爭力與轉型機會、臺灣人才競爭力與技術外購效益、政府在我國創新研發中的角色等構面,提出具體明確數據做為研擬科技發展政策及發展重點新興產業之基礎。
本計畫將透過政策面,產業面及競爭力等不同層次的研究,結合社會科學不同領域的學者,以數據分析為評估基礎,對社會經濟重要課題提出新的分析結果和解決方案,並產出可突出本土議題、發揮國際影響力的重要研究成果。
Abstract: Strategies for National Growth and Prosperity: A Data Analytics Approach will carefully examine data sets from public and private sectors to analyze Taiwan`s public policies and to provide strategic foresight that outlines tangible solutions to real-life problems. This project contains four subprojects that leverage great volume of data and rigorous analytical tools to tackle social and economic issues.
1. A Data-Driven Strategy for Government Economic Policy
This research project seeks to analyze Taiwan’s economic policies regarding international trade, housing market, labor, healthcare, education, national income and wealth distribution, and corporate law. Through combining data sets from government agencies and academic institutions, we will examine the effects of economic policies to provide constructive suggestions and solution for concurrent trade, human capital, and wage issues; and establish a common rule for data-driven policy assessment.
2. A Data-Driven Strategy for Government Industrial Policy
This project aims to evaluate the effects of government industrial policies from two aspects: stimulation policy and regulatory policy. The unique feature of the research is to use abounding databases, together with the text mining technique, to thoroughly analyze and evaluate government policies. There are six research areas in this research project: government policy on innovation stimulation and firm performance; the construction of start-up investment index; the effects of regulation on corporate operating policy; compulsory disclosure and corporate information environment; the effects of deregulation on IPO market; the application of text mining on government policy evaluation.
3. A Data-Driven Strategy for Taiwan`s Industrial Growth
The advance of data science has fundamentally changed empirical social science, both in the volume and scope of data analyzed, and the methods applied. This project combines economics (domain knowledge) and data science, and uses non-traditional data such as online store click stream data, Facebook posts and likes, firm spatial data to investigate the decision of consumers and firms. We develop models to combine econometrics and machine learning at the quantile dimension, and use field experimental skills to evaluate various incentives and behavioral hypotheses. Our goal is to establish a research center that can best link data and social science in Asia.
4. A Data-Driven Strategy for Taiwan`s Technological Advancement and Competitive Strength
This project sets out to build an evidence-based evaluation model that helps the public sector better understand start-up industry and make decisions that safeguard the industry`s leading edge. By integrating various data sources such as the WoS, USPTO patents, GRB, ORCID, and several others, this project investigates Taiwan`s academic and industrial potentialities by identifying the competitive academic and technological fields, examining researcher`s communities and networks in the fields, analyzing their technological dependence, and investigating the allocation of R&D resources. By exploring these perspectives, this project aims to strengthen Taiwan`s innovative energy in all its efforts.
By providing unbiased evaluation of existing policies and making sustainable policy recommendations, we will be able to bring together experts from different fields to create positive impacts on Taiwan`s socio-economic realm. The intellectual products of this project will focus on highlighting local substance and engaging the international community.
