Abstract
The water resource is essential to all forms of life and its management is a challenging task under the influence of climate change. Global warming induces the intensification of the atmospheric water cycle, resulting in the more frequent occurrence of severe precipitations and droughts. Adaption actions should be considered and implemented to ensure the sustainable management of water resources. Current practices, including promoting forestation, construction of healthier green infrastructure, verdant coverage on the slope lands, installation of LID facilities and detention ponds, and enhancement of inland storage mechanism for water resource conservation, should continue. The proposed policies balancing water resource consumption/supply and emphasizing the effectiveness and fairness among various domestic and industrial functions should be enforced. The coordination between central and local governing agencies becomes critical when allocating limited water resources. Public participation should not be ignored during the policy-making process. Moreover, international cooperation through knowledge and technology transfer should be encouraged. Real-time monitoring should be implemented using wireless transmittance to enhance the simulation accuracy and forecasting capability of the management system of water resources. While many advocates emphasize the importance and necessity to mitigate the global warming impact, applicable technologies should be developed and implemented. Immediate actions should be taken to realize the ultimate goal of controlling atmospheric temperature variation with an acceptable range, thus ensuring the sustainable use of water resources
