Abstract
© 2016 ACM. By using the lens of information science discipline, this study proposes to explore the information behaviors of government officials engaging in implementing open data initiatives. Specifically, this research plans to investigate how related information needs are raised, how information-seeking activities are activated, what information sources are utilized, what processes of information seeking exist, and how obtained information is processed and used to implement open data. This study is expected to provide both theoretical and practical insights.
