Abstract
臺灣氣候環境與地理位置特殊,常因颱風、豪雨及地震災害,造成人民生命財產嚴重的傷害與損失。社會各界對於災害的問題一向非常關心。國科會於1998~2006年期間推動之防災國家型科技計畫,大幅提升我國防災科研水準,並協助建立健全的災害防救體系、提高實務作業效能、強化整體抗災能力,受到各界肯定。本文對此計畫之形成、各項課題之執行、研發成果落實應用等予以歸納,供日後相關工作推動參考並期能有所助益。
Due to special climate environment and geographical location of Taiwan, typhoons, torrential rains, and earthquakes often cause serious injury and loss of people's lives and property. All sectors of the community have always been very concerned about disasters. During the period from 1998 to 2006, the National Science and Technology Program for Hazards Mitigation (NAPHM) sponsored by the National Science Council has greatly improved the level of disaster prevention R&D in Taiwan, and helped to establish a proper disaster prevention and response system, improve the efficiency of practical operations, and strengthen the overall disaster resistance capability, which has been recognized by the publics. This paper presents the formation, processes in planning and execution, and results of implementation and extension of the Program. It is hoped that this experience can be useful for reference in future work of similar nature.
