結合設計與施工專業的統包模式,因具有很大效益,已漸成採購風潮。對於統包發包而言,廠商統籌能力與整體資格是非常重要的。國內各機關在辦理統包廠商評選時皆採用配合最有利標方式,但卻在評選項目的建立上,無具體架構可供採用。本研究以統包招標作業中廠商評選項目建立為課題,先彙整重要選商因子,再進行兩階段的態度量表問卷調查與嚴謹統計檢定,研擬出統包選商評選項目之層級式架構,並進一步歸納各項目與子項的潛在關連性,建構應有思考邏輯與篩選原則,提供機關於辦理公共工程統包採購配合最有利標選商時,訂定評選項目參考使用。
Design-build/Turn-Key that integrated at least design and construction has been popularly used abroad due to its great benefit. In Taiwan, designbuild/turn-key using the Most Advantageous Tender is a common view to select qualified contractors. It is just the most important to reach the purpose of the government purchase that establishing clearly identified criteria and weight. But there is still no specific framework about evaluation criteria could be adopted by government organization. In this research, the main topic is to establish evaluation criteria for design-builder selection and stands for helping government procurement divisions. This research integrates major evaluation factors. Then it uses two phase questionnaires and exact statistical data analysis to quantify individual opinion of each item which they cared objectively. Otherwise, this research drafts a general hierarchy of evaluation criteria for design-builder selection, discusses the correlation between items and analyses the principles of choice. The major purpose is to provide the suggestions of selecting criteria when processing the Most Advantageous Tender in Design-Build/Turn-Key.
